About the role
PMA has an opening for a Program Support Analyst to support project management information systems, including Oracle Unifier, for a public-sector infrastructure capital improvement program. The Program Support Analyst translates business and technical needs into effective workflows, dashboards, reports, data practices, and system integrations. This role collaborates with program managers, controls specialists, process leads, enterprise-system teams, and end users to improve PMIS usability and performance.
This role works on-site at the customer facility in Virginia Beach, VA.
Organizational Responsibilities
- Applies expertise in PMIS and Oracle Unifier to develop creative solutions that improve business processes, requirements, dashboards, reports, data quality, and system integrations across capital project environments.
- Collaborates with project managers, business process leads, program controls specialists, IT enterprise systems, finance, and other departments to translate operational needs into usable PMIS solutions.
- Supports requirements analysis, process and data improvements, portfolio reporting, integrated system workflows, user support, and the exploration of responsible AI-enabled capabilities.
- Directly impacts mission partners by helping to modernize work systems and drive organizational effectiveness.
Position Qualifications
- Bachelor's degree in information systems, engineering, data analytics, computer science, business, or a related field.
- 7+ years of experience working in Project Management Information Systems (PMIS) environments including Oracle Unifier, dashboard development, and integration of related software tools.
- Hands-on experience analyzing and improving Oracle Unifier business processes, requirements, workflows, reports, or configurations.
- Experience developing dashboards and reports that present portfolio-, program-, and project-level performance information to different stakeholder groups.
- Experience supporting integrations between a PMIS and related scheduling, financial, document-management, asset-management, reporting, or collaboration tools.
- Experience conducting requirements analysis and translating business and technical needs into user-friendly system and data solution.
- Experience with data-quality assessment, data cleanup, validation, and governance supporting reliable reporting and analytics.
- Equivalent combinations of education, experience, and training may be substituted for the stated minimum qualifications.
- Knowledge of Primavera P6, Oracle EBS or Oracle ERP Cloud, Hyperion, ArcGIS, Hexagon EAM, or comparable enterprise platforms.
- Experience supporting PMIS evaluation, platform selection, configuration, implementation, migration, or adoption.
- Knowledge of Power BI, Tableau, SQL, APIs, ETL tools, or comparable business-intelligence and integration technologies.
- Experience with capital planning, project prioritization, program controls, cost, schedule, risk, or resource-management data.
- Experience applying data-permission, cybersecurity, privacy, and responsible AI requirements within enterprise workflows.
- Experience designing or implementing generative AI, natural-language-query, automation, or digital-assistant capabilities.
- Experience supporting wastewater, water, or other public-utility capital improvement programs.
