Chief Accountant, Payments (Kazakhstan)

About the role

Binance is expanding its regulated footprint in Kazakhstan. Starting October 2026, Kazakhstan introduces a new category of payment market participant: first-category payment organisations , licensed by the National Bank of Kazakhstan and required to meet standards comparable to banking institutions, including risk management, compliance, prudential norms, and client fund protection through mandatory segregation of client funds in separate accounts or a correspondent account with the National Bank. We are looking for a Chief Accountant to build and lead a regulator-ready, banking-standard finance and accounting function for the local licensed payment business.

Responsibilities

• Own full-scope bookkeeping and accounting in compliance with IFRS and Kazakhstan legislation, ensuring readiness for external audit;
• Ensure accurate accounting and reconciliation of segregated client funds, kept separate from the company's own funds;
• Support the calculation and reporting of prudential norms and capital requirements applicable to the payment organisation;
• Prepare and timely submit financial, tax, and statistical reporting;
• Prepare group and parent-company reporting, including participation in consolidated group audits;
• Maintain a robust, regulator-ready internal control system;
• Prepare documentation and explanations for external auditors and the National Bank of Kazakhstan;
• Act as the key finance stakeholder in interactions with the regulator, external auditors, tax authorities, and correspondent banks;
• Lead and coordinate the accounting team, including outsourced providers and the group's central accounting function.

Requirements

• Higher education in accounting, finance, or economics; postgraduate education or professional certification (ACCA, CAP/CIPA, DipIFR);
• 10+ years of finance and accounting experience, including managerial roles, with 5+ years as Chief Accountant or Deputy Chief Accountant at a fintech, payment, banking, or microfinance organisation;
• Compliance with clause 7 of the Accounting Rules (Order of the Minister of Finance of the Republic of Kazakhstan No. 531 dated 4 June 2021) and the Qualification Directory of Positions of the Republic of Kazakhstan;
• Full-scope accounting experience under IFRS and Kazakhstan legislation, including an understanding of reporting requirements for international groups of companies;
• Strong knowledge of the Tax Code of the Republic of Kazakhstan (CIT, withholding CIT, VAT, individual income tax, social payments), with experience of tax audits and liaison with tax authorities;
• Knowledge of the Law of the Republic of Kazakhstan "On Payments and Payment Systems" and requirements for first-category payment organisations, including client fund segregation, prudential norms, and capital requirements;
• Experience with external annual and quarterly audits conducted by a Big Four firm, and with preparing documentation and explanations for auditors and regulators;
• Experience with NetSuite (Oracle), including bookkeeping, reporting, and general ledger modules;
• Advanced Excel skills (pivot tables, formulas, large data sets) and experience with online banking platforms of Kazakhstan banks;
• Fluent Russian required for statutory record-keeping and reporting; English at intermediate level or above for liaison with the international group.
