**Brunswick Housing Authority **is seeking a **Director of Facilities**, to be based in **Brunswick, Maine**. Brunswick Housing Authority is dedicated to providing safe, quality and affordable housing for eligible people in need of assistance and to promote opportunities for the growth and development of residents as well as the community.

**Job Summary: **

The Director of Facilities is responsible for the strategic planning, management, and oversight of all physical assets owned and operated by the Housing Authority, including public housing units, administrative offices, and related properties. This role ensures that all facilities are safe, code-compliant, well-maintained, and operated in a cost-effective manner while supporting the Authority's mission of providing quality affordable housing. The Director leads the maintenance, capital improvement, and facilities operations teams and works closely with executive leadership, property management, and external contractors/vendors.

##### Qualifications:

- Minimum of 7–10 years of progressively responsible experience in facilities management, construction, or property maintenance.

- Experience in public housing, affordable housing, or a public sector/government agency strongly preferred.

- Experience with HUD programs, capital fund management, and physical needs assessments are highly desirable.

- Certified Facility Manager (CFM), Certified Property Manager (CPM), or similar certification preferred.

- HUD-approved Uniform Physical Condition Standards (UPCS)/NSPIRE inspector certification preferred.

- OSHA 30-Hour certification is preferred.

- Project Management Professional (PMP) certification a plus.

- Thorough knowledge of building systems, including HVAC, electrical, plumbing, structural, and life safety systems.

- Proven project management skills, including budgeting, scheduling, and contractor oversight.

- Excellent leadership, team building, and staff development skills.

- Effective written and verbal communication skills, including report writing and public presentations.

- Ability to read blueprints, specifications, and construction documents.

- Proficiency in Microsoft Office Suite, work order management systems preferably PHA Web.

- Commitment to fair housing principles and serving diverse, low-income populations.

- Valid driver's license and clean driving record.

##### Responsibilities and Scope:

- Develop and implement short- and long-term facilities management strategies aligned with the Authority's mission and strategic plan.

- Oversee day-to-day operations of maintenance, custodial, grounds, and capital improvement functions across all properties.

- Develop and manage preventive maintenance programs to extend asset life and reduce emergency repair costs.

- Develop and administer the capital improvement plan (CIP) and physical needs assessments (PNA) for all properties.

- Manage the RFP/bid process for capital projects, ensuring compliance with procurement regulations.

- Monitor project budgets, schedules, and quality control to ensure projects are delivered on time and within budget.

- Ensure all properties comply with HUD Uniform Physical Condition Standards (UPCS)/NSPIRE, local housing codes, OSHA, ADA, and environmental regulations.

- Prepare and manage the annual facilities/maintenance operating and capital budgets.

- Recruit, train, supervise, and evaluate facilities and maintenance staff, including maintenance supervisors, technicians, and support personnel.

- Develop and maintain emergency response and disaster recovery plans for all properties.

- Present capital planning updates, budget reports, and project status updates to leadership and stakeholders.
