You will be given the means and mentorship needed to succeed, and your creativity will be rewarded. ### LEAP Program Description Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries. The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country. ### About the Position The National Malaria Control Program (NMCP) is responsible for the national coordination of malaria prevention, case management, and malaria supply chain activities in Niger. In recent years, the national supply chain management system has undergone significant evolution, characterized by: - The progressive strengthening of quantification and supply planning mechanisms; - The increasing use of logistics data from DHIS2; - The progressive strengthening of the Quantification Analytics Tool (QAT) as the national reference tool for supply forecasting and planning; - The gradual transition to a national electronic Logistics Management Information System (eLMIS) based on Open mSupply; - The progressive development of a district-led last-mile distribution model; - The growing need for advanced analysis of logistics data to improve the continuous availability of commodities. In this context, the NMCP seeks to sustainably strengthen its institutional capacities in the areas of: - Logistics data analysis; - Data validation and triangulation; - Supply forecasting and planning; - Supply chain performance management; - Stockout risk anticipation; - Use of digital logistics management tools; - Monitoring of warehousing and distribution performance; - Pharmaceutical waste management. To support this transition, the NMCP wishes to benefit from technical support through the recruitment of a Technical Expert in Logistics Intelligence, forecasting, and Supply Chain Performance. The goal is to sustainably strengthen national capacities, not to create functional dependency on external expertise. The Advisor will support the NMCP in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. ### Responsibilities **General Objective** Support the NMCP in strengthening its institutional capacities in logistics intelligence, quantification, data analysis, and supply chain performance management to sustainably improve the availability of malaria commodities. **Specific Objectives:** The Advisor shall contribute to: - Strengthening the strategic use of logistics data for decision-making. - Supporting the institutionalization of QAT as the national reference tool for supply forecasting and planning. - Developing mechanisms for validation, triangulation, and quality control of logistics data. - Strengthening the NMCP's capacity to develop early warning systems and stockout anticipation mechanisms. - Supporting the monitoring of warehousing and distribution performance carried out by National Office of Pharmaceutical Products and Chemicals (ONPPC). - Developing supply chain performance dashboards and indicators. - Supporting the NMCP in monitoring pharmaceutical waste management. - Sustainably strengthening the technical capacities of national teams through skills transfer and process formalization. **Nature and Principles of Position** The position is structured around: - Strengthening institutional capacities; - Transferring skills; - Developing sustainable tools and mechanisms; - Providing analytical and strategic support. The position does not constitute a permanent organic function within the NMCP and is not intended to replace the statutory or hierarchical responsibilities of national staff. The Advisor shall: - Not hold any hierarchical authority over NMCP staff; - Not replace NMCP human resources; - Not exercise the program's sovereign (regalian) functions; - Act within a framework of technical support, accompaniment, systems structuring, and skills transfer. The Advisor will work closely with: - The NMCP's Supply and Stock Management (GAS) team; - The NMCP pharmacist; - The NMCP monitoring and evaluation teams; - The Directorate of Pharmacy, Medicine, and Traditional Medicine (DPH/MT); - ONPPC; - Technical and financial partners. **Main Responsibilities:** **Logistics Data Governance and Analytical Intelligence** - Support the NMCP in analyzing and leveraging logistics data from DHIS2 and eLMIS/Open mSupply as it is progressively deployed, as well as planning tools; - Develop cross-validation mechanisms for logistics data; - Support the identification and correction of data inconsistencies; - Develop Analytical Dashboards and Visualization Tools - Strengthen the NMCP's capacity to analyze consumption trends and stockout risks; - Develop early warning mechanisms; - Support the analysis of district emergency orders; - Develop logistics performance indicators. The Advisor shall build on work already carried out regarding: - DHIS2 data completeness (and eLMIS data as it is progressively deployed); - The identification and correction of inconsistencies; - Monthly stockout monitoring; - Analysis of district performance in their capacity for regular monthly resupply of health facilities. **Quantification and Institutionalization of QAT** - Support the NMCP in the advanced use of QAT (particularly as new features are rolled out); - Contribute to establishing QAT as the national reference tool for supply forecasts and plans; - Progressively reduce reliance on parallel Excel files; - Develop and formalize Standard Operating Procedures (SOPs) related to QAT use; - Support quantification exercises; - Strengthen the integration of logistics data into forecasting exercises; - Contribute to harmonizing tools used by partners. - Contribute to aligning the NMCP with the national vision of an integrated supply forecasting and planning system. **Warehousing and Distribution Performance** In collaboration with ONPPC and relevant structures, the Advisor shall: - Develop performance indicators for the warehousing and distribution of malaria control commodities to ensure their continued compliance; - Support the development of dashboards to monitor these performance indicators; - Analyze distribution timelines and service levels; - Monitor availability and logistics quality indicators; - Identify operational bottlenecks; - Propose corrective measures; - Support the monitoring of good inventory management and storage practices. **Logistics Risk Management** - Develop a supply chain risk register; - Identify critical supply-related risks; - Support the development of mitigation plans; - Develop alert thresholds and escalation mechanisms; - Strengthen the NMCP's capacity to anticipate stockouts; - Contribute to the development of forward-looking analyses and contingency scenarios. **Pharmaceutical Waste Management** - Support the NMCP in monitoring pharmaceutical waste management; - Develop tools for tracking expired or damaged products; - Contribute to monitoring activities related to incinerators funded by the Global Fund; - Support the documentation and traceability of product destruction activities - Develop SOPs and tracking tools related to Unusable Pharmaceutical Products (PPI). **Capacity Building and Skills Transfer** - Provide technical coaching to NMCP teams (GAS and M&E for logistics data); - Develop SOPs, guides, and standardized tools; - Support the formalization of processes; - Organize skills transfer sessions; - Contribute to the progressive empowerment of national teams; - Document achievements and institutionalized mechanisms. **Expected Deliverables** - Logistics data governance SOPs; - QAT usage SOPs; - A RACI matrix for the malaria control commodity supply chain; - Supply chain performance dashboards; - Early warning mechanisms; - Data validation and triangulation tools; - A supply chain risk register; - Pharmaceutical waste management monitoring tools; - Plans for evaluating and strengthening GAS competencies within the NMCP; - Monthly (bullet) and quarterly (narrative) activity reports. **Expected Results** Through this support, the NMCP aims to achieve: - A sustainable improvement in the quality of logistics data; - Improved capacity to anticipate stockouts; - The institutionalization of QAT as the sole source for logistics data management; - The development of a data-driven management culture; - Strengthened monitoring of supply chain performance; - Improved visibility of logistics risks; - The progressive strengthening of national technical autonomy; - A successful transition to a national eLMIS system based on Open mSupply. **Supervisory Arrangements** The Advisor shall be: - Administratively recruited and evaluated by the implementing partner; - Technically supervised by the NMCP Coordinator; - Functionally integrated into the Supply and Stock Management (GAS) team. Technical priorities and work plans will be jointly validated by the NMCP and the implementing partner. **REPORTING**: The Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. ### Qualifications - A complementary Master's-level degree in supply chain management, health logistics, public health, health systems, or a related field is strongly desired; - Specialized training in public health Supply Chain Management is a significant asset; - Minimum of 10 years of experience in public health supply chain management; - Proven experience in supply quantification and planning; - Demonstrated experience using QAT or similar forecasting and supply planning tools; - Experience in analyzing and leveraging logistics data; - Experience using DHIS2, eLMIS, or other logistics information systems; - Proven experience developing analytical tools, dashboards, and performance monitoring mechanisms; - Experience collaborating with U.S. Government–funded partners and projects strongly desired; - Experience on U.S. Government–funded projects is a major asset; - Experience in pharmaceutical waste management desired. - Excellent command of logistics management systems; - Strong analytical capacity; - Good command of data analysis and visualization tools; - Excellent understanding of quantification mechanisms; - Good understanding of early warning systems; - Ability to develop SOPs, standardized tools, and institutional mechanisms; - Ability to work within a matrix reporting environment; - Strong capacity for institutional collaboration; - High sense of ethics and confidentiality; - Ability to work in a support role rather than a substitutive one; - Ability to transfer skills and support national teams.
