You will be given the means and mentorship needed to succeed, and your creativity will be rewarded. ### LEAP Program Description Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries. The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country. ### About the Position The Health Policy Expert Resource Person (RP) will support the Philippines Health Insurance Corporation (PHIC) and Department of Health (DOH) in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The primary focus of the RP will be technical leadership to ensure the successful implementation of cost-effective, lifesaving direct service delivery for health policy reforms under the PHIC-DOH Shared Agenda. In the recent month, the Philippine Health Insurance Corporation (PHIC) and the Department of Health (DOH) have launched their Shared Agenda, which serves as an aligned roadmap for the two agencies to work towards the full implementation of Universal Health Care. The Shared Agenda includes 5 pillars for both agencies, as follows: 1. Healthy Schools, Workplaces, and Communities 2. Functional Primary Care System 3. Quality and Efficient Hospitals 4. Information Technology 5. Strong Institutions and Sector The roadmap is to guide the work of both agencies until 2028, making it crucial that the reforms under each pillar are delivered in an accelerated and timely manner. To put the Shared Agenda into motion, PHIC defined a list of Focus Areas that include a cluster of policies to be prioritized for approval and adoption. These policies include enhancements in the primary care programs (YAKAP and GAMOT) and their integration with other public health interventions (e.g., TB, HIV, F1KD, immunization), guidelines for scale-up in priority settings such as schools, network contracting of facilities, the implementation of DRGs, and introduction of global budgets. An agile product development cycle has been established by PHIC to map the processes from policy development to piloting and back to further policy enhancements before scaling up implementation. The introduction of these enhancements and provider payment mechanisms represents PHIC's commitment to advancing its strategic purchasing role, and technical assistance is needed to fast track these priorities. The Advisor will support PHIC in the timely delivery of the policies within the Focus Areas under Pillars 1 (Healthy Schools, Workplaces, and Communities), 2 (Functional Primary Care System), and 3 (Quality and Efficient Hospitals). The RP shall directly report to PHIC's Office of the President and Chief Executive Officer (OPCEO) as the technical review and clearing house for policies and benefit enhancements related to the Focus Areas. They shall work with the policy development units and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices. Finally, they shall prepare briefers and presentations to provide PHIC officials with updates on the policies within the focus areas. ### Responsibilities The following are the specific duties, responsibilities, and expected outputs of the advisor: - Review, evaluate, and clear the policies and benefit enhancements under the focus areas in support of the OPCEO. - Coordinate and liaise with the appropriate PHIC offices to address technical, operational, legal, or actuarial risks for alignment and resolution. - Support the policy units to ensure adherence to timelines for policy development, approval, and cascade. - Provide briefers for relevant PHIC officials and staff in relation to progress and contents of the focus area policies. - Organize and attend meetings as necessary to ensure regular discussions and alignment between OPCEO directives and the offices involved in policy development. **REPORTING**: The Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, the advisor will submit a weekly progress report to the U.S. Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the COR. ### Qualifications - A minimum cumulative five (5) years of relevant work experience gained in the thematic area of health policy and/or programs implementation. - A minimum cumulative three (3) years of relevant work experience in a health government agency, with a focus on health policy and/or programs implementation. - A Master's Degree in Public Health, Health and Development, Public Policy, or related fields. - Good skills in policy development and analysis, technical writing, stakeholder coordination, and the ability to work in the public sector. - Excellent verbal and written communication skills in English. - Work adaptability, ability to work under tight deadlines, and ability to balance multiple work streams. - Excellent interpersonal skills and the ability to work in a cross-cultural work environment. - Good computer skills, including familiarity with Microsoft Office programs. - Excellent organizational, planning, negotiating, and problem-solving skills **Deliverables** 1.
