The HR Services Analyst supports the day-to-day administration and ongoing effectiveness of APCO’s employee benefits, HR technology, payroll, and HR services programs. This role serves as a key operational resource within the HR Shared Services team, with primary responsibilities for benefits administration, vendor and invoice reconciliation, HR system support and data integrity, and quality control of payroll processing.

The HR Services Analyst works closely with employees, HR team members, payroll and benefits partners, and external vendors to resolve issues, maintain accurate employee data, and ensure HR programs and processes are administered accurately and timely. The role also supports leave administration, workers’ compensation, reporting, system testing, and continuous improvement initiatives across HR Services.

##### What You'll Do

**Benefits Administration & Vendor Management**

- Support the day-to-day administration of employee health and welfare benefit programs, including medical, dental, vision, life, disability, FSA/HSA, voluntary benefits, and other company-sponsored programs.

- Serve as a resource to employees regarding benefit eligibility, enrollment, coverage, deductions, qualifying life events, and general benefit questions, escalating complex issues as appropriate.

- Review and oversee ongoing benefit enrollments, eligibility, and employee deductions to identify, investigate, and resolve discrepancies across HRIS, payroll, benefit administration platforms, carriers, and vendor records.

- Reconcile benefit and HR vendor invoices against eligibility, enrollment, utilization, and payroll deduction data to ensure accurate billing and payment.

- Research and resolve discrepancies involving employee benefit coverages, vendor billing, payroll deductions, effective dates, rate changes, and eligibility.

- Coordinate with benefit carriers, brokers, administrators, and other vendors to troubleshoot employee and system issues and ensure timely resolution.

- Support annual Open Enrollment activities, including system configuration and testing, employee communications, enrollment auditing, carrier file validation, and post-enrollment reconciliation.

- Maintain documentation and audit records related to benefit administration, vendor reconciliations, and employee changes.

- Support administration of employee leave programs and coordinate information with employees, managers, third-party leave administrators, and internal HR partners.

- Coordinate workers’ compensation claims and required reporting, including claim initiation, documentation, carrier communication, and follow-up.

**HR Technology & Data Administration**

- Support the administration and ongoing maintenance of HR systems and platforms, including HRIS, benefits administration, payroll, and other HR technologies.

- Troubleshoot system and data issues and coordinate with internal teams and external vendors to resolve technical or functional problems.

- Monitor HR system integrations and vendor file feeds, including benefit carrier and payroll-related feeds, and research exceptions or failed transactions.

- Participate in system implementations, enhancements, upgrades, and configuration changes, including requirements gathering, testing, validation, and documentation.

- Identify opportunities to streamline HR Services processes through system configuration, automation, improved workflows, and reduction of manual processes.

- Develop and maintain process documentation, standard operating procedures, troubleshooting guides, and system reference materials.

- Generate HR reports and perform data analysis to support HR operations, audits, compliance requirements, and business decision-making.

- Serve as a knowledgeable resource for HR system navigation, functionality, reporting, and troubleshooting.

**Payroll Quality Control & Support**

- Perform detailed quality-control reviews of payroll prior to finalization to identify potential errors, anomalies, and unexpected variances.

- Validate payroll changes and transactions against supporting documentation and HRIS data, including new hires, terminations, compensation changes, deductions, benefit elections, and other employee changes.

- Research payroll discrepancies by partnering with the Payroll Specialist and appropriate HR team members to resolve issues prior to payroll completion.

- Support payroll audits, reconciliations, reporting, and year-end activities as needed.

- Serve as a backup resource to the Payroll Specialist to support business continuity and timely payroll processing.

**HR Services & Continuous Improvement**

- Maintain confidentiality and comply with applicable data privacy, security, and recordkeeping requirements.

- Partner with HR colleagues and business leaders to identify recurring issues, process gaps, and opportunities to improve the employee experience.

- Support HR Services projects, audits, compliance activities, system implementations, and other initiatives as assigned.

- Maintain current knowledge of HR systems, benefit administration practices, payroll processes, and applicable regulatory requirements.

##### Required Education and Experience

- Bachelor’s degree in Human Resources, Business Administration, Information Systems, or a related field preferred.

- Three or more years of experience in HR operations, benefits administration, HRIS, payroll support, or a related HR function preferred.

- Hands-on experience administering employee benefit programs and resolving benefit eligibility, enrollment, billing, or deduction issues strongly preferred.

- Experience performing payroll audits, payroll quality control, or payroll reconciliation preferred.

- Experience working with HRIS, payroll, and benefit administration systems required; experience with ADP Workforce Now preferred.

- Experience working with HR vendors, benefit carriers, third-party administrators, and system support teams preferred.

- SHRM-CP, SHRM-SCP, CEBS, or other relevant professional certification is a plus.

##### Required Skills

- Strong analytical and problem-solving skills with the ability to identify discrepancies and trace issues across multiple systems and data sources.

- Strong attention to detail and commitment to data accuracy.

- Working knowledge of employee benefits administration and payroll processes.

- Strong technical aptitude and ability to learn, troubleshoot, and optimize HR systems.

- Ability to reconcile complex employee, payroll, eligibility, and vendor data.

- Strong organizational skills with the ability to manage recurring deadlines and competing priorities.

- Excellent written and verbal communication skills with a strong customer-service orientation.

- Ability to work effectively with employees, HR partners, vendors, and technical resources.

- Ability to handle confidential and sensitive employee information appropriately.

- Proficiency with Microsoft Office, particularly Excel, and the ability to quickly learn HR technology platforms.
